NHDP County Caucus Procedures

  1. All caucuses will be held virtually to ensure that attendance is easy and accessible for everyone across your city.
  2. Ray Buckley will be the convenor of each caucus, and as convenor, he will be reading from a script that is standardized across the 12 counties/cities.
  3. The NHDP Political Team member for your city will be the clerk. As clerk, the Political Team member will take minutes and record the following information for each position:
    a. Each nominee and who motioned.
    b. A second for each nominee.
    c. A motion and second to close nominations.
    d. Vote results, and whether the vote was by voice of acclimation or by ballot.
    e. If a ballot is used, a link to the results will be shared.
    f. Any additional motions, seconds, and votes that may be made.
  4. Party Affairs Director, Joshua Query, will be the host of the Zoom meeting, act as timekeeper, and set up and tabulate any ballots that may be needed.
  5. As people register using the Mobilize link, the Political Team will verify all registrants.
  6. No nominations will be accepted prior to the start of the caucus and before the respective positions they are being nominated for. However, interested candidates may still campaign or issue a statement of intent.
  7. Each position will be opened and voted on one at a time in the following order: Chair, Vice Chair, Secretary, Treasurer, 4 At-Large Members.
  8. Each nomination will need a motion and a second. In uncontested races, the vote will be held as voice of acclimation vote.
  9. In contested races, each candidate will be given 2 minutes to speak before the ballot is shared.
  10. If the vote is balloted, an electronic ballot will be shared, and participants will have 5 minutes to vote or until all participants have cast their ballots.
  11. If participants have trouble casting their ballot, the political team will assist them and, if necessary, take their vote over the phone or by other means.
  12. For At-Large Members, they will be voted on all at once. In uncontested races, the number apportioned will be voted together. In contested races the ballot will list all of the nominees in order in which they were nominated and participants will have an equal number of votes to the apportioned number of At-Large Members. If more votes are cast then allowed, the ballot will be spoiled and not counted.
